Pennsylvania Chapter
The mission of the ACPA Pennsylvania Chapter is to promote quality concrete pavements in the Commonwealth of Pennsylvania through technology transfer and by educating owners, engineers and other specifiers, legislators and government officials about the benefits to the traveling public and to the local economy of the Pennsylvania manufactured, environmentally responsible, safe, cost-effective concrete pavement investment.
Membership is open to contractors, cement companies, admixture suppliers, aggregate producers, affiliates, consultants, equipment manufacturers/suppliers, fly ash producers, truckers, material manufacturers/suppliers, ready mixed concrete producers, bonding and insurance companies, and others who are steadfast in their commitment to quality concrete pavements.
The ACPA, Pennsylvania Chapter provides resources that assist members in technical expertise, design, specifications, construction and restoration and in market development. We work hard to represent and promote the concrete pavement industry in federal, state and local legislative matters affecting surface transportation.

History
- The Pennsylvania Chapter of the American Concrete Pavement Association (ACPA) was established on January 1, 2006. On that date, the 13-state Northeast Chapter, operating in the northeast quadrant of the United States, was divided into three independent associations. The objective of establishing a one-state association in Pennsylvania was to facilitate better services to the local concrete paving industry and owner-agencies that operate and do business in the Commonwealth.
- Although only established in 2006, the roots of the Pennsylvania Chapter run over a century deep. From 1987 through 2005, the concrete paving industry in Pennsylvania was served by the Northeast Chapter, which was formed on April 1, 1987, as the first affiliated chapter of the ACPA. Prior to 1987 and going back to 1903, the concrete paving industry in Pennsylvania was served by regional field engineers employed by what is now the Portland Cement Association. From the ranks of these field engineers, the Northeast Chapter was originally staffed.
- The Pennsylvania Chapter is one of 20 ACPA Chapter/State Associations in the United States affiliated with the national ACPA. Founded in 1964, ACPA’s focus is on providing services in support of local Chapter/State programs and in promoting nationally the benefits of concrete pavements for interstate highways, state and county highways, municipal streets, local roads, military facilities and airports.
