Minor rehabilitation is a maintenance strategy that is used when a pavement requires some restoration of structural capacity but not to the extent that major rehabilitation activities are required. Concrete overlays increase the structural capacity of the existing pavement even if it is not their primary objective, making them ideal candidates for minor rehabilitation activities. If the pavement does not require additional structural integrity but surface improvements are needed, preventive maintenance may be appropriate.
